Well the only way it would work is to make so much more 0.0 space that the current large alliances would be too strained to actually hold them in any effective way. Heck, since I haven't been there yet that could already sort of be the case.
However since there are choke points at a limited number of gates in a few systems that the large alliances can patrol and hold rather large sections of space even if they are basically empty except for a few systems. Make more gates into the various systems and suddenly you've created a need for people to actually be in these empty systems to hold it. The greatest trick the Devil ever pulled was convincing the world he didn't exist. |

Well they couldn't fully enforce the law but they could restrict access based upon standing. Basically give the pilot an "access ID" that allows them to use the gates to those systems. Anyone without an ID trying to use the jump gate would get denied access, anyone coming through the gate from the other side without the right access ID gets their ship vaporized by patrol ships or sentry guns. CCP would have to determine the reqs for obtaining the Access ID for each faction.
Granted this doesn't cover ships with Jump Drives but nothings perfect. Also they could make all the gates in <insert faction here> regions require the Access ID to use them. This would limit those with Jump Drives a little more since they couldn't just jump past the initial system and drop off a bunch of ships & pilots since those ships would be trapped in system. Its not that far fetched with the faction wars going on that they would limit the access of those gates and it is entirely plausible that they could do so. Yeah, I get what you're saying. Basically the large alliances will annihilate any smaller corp/alliance that tries to set up shop in any system in "their" space even if nobody has been there in months or even possibly years.
Not because they are losing real resources, since the most valuable systems get frequent traffic & population, but rather because they've claimed it and nobody else can have it.
If a smaller alliance/corp wants one of these unused and unvisited systems then they have to become a "pet" to the larger alliance which requires them to become beholden to said Alliance. For many people this is very unappealing, since even if we're cool with putting in time and effort for our immediate corp/alliance we've now got another "boss" to answer to. For many I think this too much resembles their RL work or relationship/marriage. Fellas don't front, we're all familiar with the "Honey-Do List" or having to spend "quality time".
